BACKGROUND

GNSM is a large bureaucracy where policymaking has been driven by government initiatives.

APPROACH

Facilitated cross-deparment discussions to understand GNSM's decision-making structure and shape strategies for incorporating citizen voices.

We understood that carbon neutrality strategies that don't align with the museum's long-term vision would be difficult to sustain. Therefore, we sought to facilitate close communication between stakeholders and generate innovative ideas by involving museum visitors, external experts, and GNSM’s internal management team in the exploration process.


IMPACT

  1. Engaged 25 stakeholders from 10 departments in discussing GNSM's future vision.

  2. Established a direction for a family climate crisis education program for 60 citizens.

각 부서 이해관계자 10명의 인터뷰 결과, 이 조직은 다음과 같은 성향이 있었다. 우리는 워크숍 참여자들이 이러한 관성에서 벗어나 bold and innovative한 아이디어를 논의하도록 하고자 했다.


  1. 내부 자율성이 약하고, 상위 기관이 교체됨에 따라 우선순위가 변한다.

"과천과학관은 정부 정책을 수행하는 기관이어서 의견을 내지 않으면 그대로 수행만 하게 된다"

"관장님에 따라 기조가 달라지는데, 관장이 2년마다 바뀐다."


  1. 새로운 시도보다 실패 위험이 적은 사례를 선호한다.

"국가 세금으로 일을 하기에 성공에 대한 압박감이 있고, 성공한 사례 벤치마킹을 선호한다."


  1. 시민 의견 수렴 제도가 있으나 형식적이며 실효성이 낮다.

"공공기관 특성상 시민 자문을 받는 업무가 일을 복잡하게 해서 다들 꺼린다."

WORKSHOP DESIGN

I designed the workshop structure that began with reflecting on GNSM's current status and culminated in envisioning possibilities inspired by global carbon neutrality cases.


We structured the workshop in three activities:

  1. Discussing the purpose and future vision of GNSM

  2. Identifying challenges faced by each space

  3. Exploring global carbon neutrality cases


While facilitating the workshop, I captured participants' words and reactions in thick descriptions.

WORKSHOP OUTCOME

We derived insights on GNSM's long-term directions, organizational challenges, and key considerations.
