Citizen-Centric Governance for a National Science Museum in Korea
Uncovered organizational challenges through co-design workshops to scaffold a governance framework that integrates citizen voices.
MISSION
Gwacheon National Science Museum (GNSM) asked us:
"We want to develop carbon neutrality policies and strategies aligned with citizens' needs."
PROCESS
We engaged internal and external stakeholders in the exploration process.
PROBLEM
GNSM’s top-down, risk-averse structure limits autonomy and innovation.
Policy maker interviews revealed the complex internal and external dynamics surrounding GNSM.
GOAL
Understanding internal perceptions was critical to defining opportunities to restructure decision-making systems.
CHALLENGE
Overcoming organizational barriers to foster open, forward-looking dialogue.
➊ Creating a safe space where people could share ideas freely
Navigating existing hierarchy and departmental silos in a top-down organization.
Creating a safe environment where everyone can speak honestly
➋ Overcoming conventions and past-failure bias
Shifting the mindset of “we tried before but it didn’t work” to “What should we try to make this possible?”
